Through NORA, the Oilheat industry, policymakers, efficiency groups and environmental advocates across the country have joined forces to improve the value and benefits you receive for every gallon of Oilheat consumed. Not only will this ensure a strong future for a mostly small-business and all-American industry, it will also bring a
cleaner, greener, and more efficient product to consumers.

NORA was established in 2000 when the U.S. Congress passed and then-President Bill Clinton signed into law federal legislation to create the organization. Unlike other federal energy programs,
NORA is completely funded at no cost to the federal government. It permits a small fraction of the wholesale price of home heating oil to be set aside to fund important research and development, energy conservation, safety, training and consumer education initiatives.
NORA was created with a five-year "sunset" or expiration date, and was renewed by Congress in 2005. The program expired again in February 2010 and has not yet been renewed.
You can make a difference in ensuring NORA reauthorization by contacting your members of Congress and asking them to cosponsor and support the quick passage of H.R. 1756 and S.949.
